What tone does the first sentence of the story create with its use of a specific date, time, and place?

If I'm reading this correctly, I'm guessing it would be the setting of the story. The setting is where the scene starts, like what you picture in your head when reading a book, or like a movie, the things around, such as the time, ex. 2:46 PM, in a Bookstore on the 12th of August on a Monday. That's setting.
