13. The inequality is 8 + c ≥ 15, since the regular 8 and the addition should be greater than the minimum, 15.

14. Work: 8 + c ≥ 15 -> c ≥ 15 - 8 -> c ≥ 7

15. c ≥ 7 lbs.
